Dear Mr. Speaker:

Congratulations on the approval of rules which end the practice of giving the delegate of the District of Columbia a vote in the Committee of the Whole. This change recognizes that the Constitution grants representation in Congress only to the states, and not to any other entity.

I hope that you will also stand firmly against any legislation proposing to give the District representation in the House of Representatives or to make it a state. Both of these have had support in past Congresses, yet both clearly violate the Constitution. By beginning the 112th Congress with a reading of the Constitution, you have indicated your intention to faithfully abide by that document. I look forward to helping you fulfill this goal.
